This third Volume of E. H Carr's History of Soviet Russia, analyses the difficulties of Soviet foreign policy. These were due partly to Russia's geographical position as both a European and Asian power, and partly to the conflict between an attempt to promote world revolution on the one hand and a desire to establish normal diplomatic relations with capitalist goverments on the other.
