On the evening of October 25 (November 7) the Second All-Russian Congress of Soviets opened in Smolny. Lenin who spoke at the Congress was met enthusiastically by the delegates. At this Congress the Bolsheviks received an overwhelming majority. The Congress adopted the first decrees of the Soviet power proposed by Lenin: on peace and on land. The first Soviet government-the Council of People's Commissars, was formed. Lenin was elected Chairman of the Council of People's Commissars. Joseph Stalin-People's Commissar for National affairs.
